Starting with the questions makes the scope concrete. It shows which content must be available in which languages, which answers change often and need a central source, and which questions are better answered by a person.
From there, technology choices become simpler. Static, rarely changing content can be translated and reviewed once. Frequently changing information belongs in a managed system. Open-ended questions may suit an AI assistant, provided it answers only from approved information and hands off to staff when it should.
